JUNIOR OFFICIATING TEAM REQUIREMENTS
INSTRUCTIONS ON REGISTERING AND COMPLETING THE JUNIOR TOURNAMENT OFFICIATING TEAM COURSES
The new 2021-2022 Junior Tournament Officiating training courses will be available October 18. Enrollment for all courses for all Junior players will be automatic. There is no longer a registration process to go through after membership registration is completed. Members will have the appropriate courses loaded automatically into their USAV Academy account.

Florida Region USAV Junior Team Officials Requirements for the 2021-22 Season
Requirements for certification have not changed. Junior Team Officials are the members of a Juniors team who will be part of the tournament officiating crew during a team’s assigned work matches at a tournament. Florida Region policy requires that these Junior Team Officials be trained before they participate in a match as part of the officiating crew. Here are the training requirements for the season. The work team consists of a minimum of six people. They are:
· Second referee
· Scorer
· Assistant Scorer (Libero tracker)
· Flipper (Visual scoreboard operator)
· Lines Judges (2)
Please note that at least one of the officiating team members AT THE TABLE (Scorer, Asst. Scorer, Flipper, or R2) must be a USAV registered & rostered adult. This person may or may not be a coach, but must be a registered USAV member, must be on the team roster, and must have completed the required training for the officiating team responsibility they are performing (Scorer, Asst. Scorer, Flipper, or R2). The Florida Region BOD has voted unanimously that the adult at the score table MUST be performing one of the work duties (see exception below). Duties do NOT include texting, carrying on a phone conversation, or otherwise providing additional distractions at the table.
Each person who will function during the season as a second referee, scorer, assistant scorer, or line judge must have completed the online training for each function that they will be performing during the season. There is no minimum training requirement for individual players, but teams / clubs are responsible for having a trained member filling each spot of the officiating crew at a tournament. Therefore, it is recommended that half of each team complete the referee training and half complete the scorer training. In addition, it is also recommended that the entire team complete the Line Judge training and Libero tracker training. The number of training courses required for players and rostered adults who will be part of the officiating team are set by the team and / or club. As long as each member performing a duty as part of the officiating crew has been trained in that position's duties, region requirements have been met.
There is a pre-quiz in the junior modules that will allow experienced players to "test out" of the online clinic if they display sufficient knowledge of the subject. They would be required to complete the pre-quiz with a score of 90% or higher, and watch a one-slide summary of current season points of emphasis. If they did not achieve a score of 90%, they will be required to complete the training module and pass a quiz at the end.
Training for these officials may be done in one of three ways as outlined below.
The USA Volleyball Academy will provide training modules and help in tracking the progress of each player’s training and quizzes. Because each club has different preferences for training, there will be three options available to clubs again this year. All quizzes must be done on line. All educational content is available in the USAV Academy. Viewers may use their iPads and other tablets.
1. Individual Training Done On Line
Each player or adult who will work as a team official may attend an on line course for each position, R2, Scorer, Assistant Scorer and Libero Tracker. Players must watch the on-line training clinic and complete the quiz(zes) before their first tournament.
2. Group Training Done On Line
The same procedure as outlined above may take place in a group setting for a team or an entire club. There is no need for the club to have an approved clinician if the site has internet access so the training module can be presented to all attendees. At the end of the clinic, members will go to the online courses in the USA Volleyball Academy. They would complete the pre-quizzes to test out of for the appropriate courses (Line Judge, Scorer, Libero Tracker and/or Second Referee) as outlined above. If the individual is unable to pass the pre-quiz, they will have to listen to the material and pass the full quiz at the end of the course presentation. When players and / or adults or coaches sign in to take the quiz for the training they have completed, they are encouraged to listen to the clinic presentation again as a refresher before taking the quiz. All quiz questions are covered in the online clinic.
3. Group Training Done By An Approved Clinician
If the club chooses to hold a group session and hire a clinician from the approved clinician’s list, then the clinician may utilize an electronic download of the clinic so that internet access will not be needed on site when the clinic is presented. At the end of the clinic, the attendees may follow the instructions above to take the courses in the USA Volleyball Academy. They would complete the pre-quizzes for the appropriate courses (Line Judge, Scorer, Libero Tracker and/or Second Referee) as outlined above. Instructions are the same as shown in #2 above.
Failure to complete the required training or misrepresentation of such may be subject to sanction by the Florida Region.

If a team has a Junior Advanced Scorer* working as the scorer AND a Junior Advanced Referee* working as the R2, the requirement for an adult to be working at one of the work team positions is waived. The rostered adult would still need to be courtside. The Scorer and R2 must display proof of certification to the first referee for the match in order for the waiver to apply. This would include the card or patch they were given when they were certified. If the proof cannot be displayed courtside before the match begins, the requirement is not waived. *Junior Advanced Scorers and Junior Advanced Referees are those individuals which have already received their required number of reviews & signatures from various referees/scorers throughout the season AND have already successfully completed their formal evaluation (received their patch and certification card) .
