FLORIDA REGION GOOD STANDING POLICY FOR OFFICIALS
The RVA (Regional Volleyball Association) has a policy that all volleyball officials (referees & scorers) are to remain in “Good Standing” within their region. The regional Officials Chair sets up this policy. It is the responsibility of the Officials Chair to aid officials in maintaining their “Good Standing” status. Along with the standards of the USAV National Office, each region has set its own “Good Standing” policy. In order to maintain your certification as an official, both levels of “Good Standing” will need to be satisfied. The Officials Chair has set up a “Good Standing” policy. It is listed below. Some of these requirements are also national standards. This policy is in place to alleviate problems that may arise from any misunderstanding by officials regarding their responsibilities to this region.
In order to maintain the highest quality of officiating in the Florida Region, certain criteria must be maintained. Failure to maintain a “Good Standing” within this region will result in forfeiture of privileges given to those individual referee(s) and/or scorer(s). It will be at the discretion of the Florida Region Officials Chair to set the policy and to issue disciplinary actions to those officials who fall below the prescribed “Good Standing” criteria. Although Jr. National and National officials cannot have their status removed from them by the Officials Chair, those individuals are still subject to the region’s “Good Standing” policy. It is the responsibility of the Florida Region Officials Chair to report (in writing) non-compliance of established “Good Standing” policies to the USAV National office or its representative. Disciplinary action against the individual(s) will come from the National level. The level of non-compliance with the “Good Standing” policy will set the level of disciplinary action taken by the Florida Region Officials Chair. The Florida Region will enforce and abide by any disciplinary action mandated by another RVA or the National office. Disciplinary actions may include, but are not limited to, the following actions which are intended as a guide:
First Offense - An informal discussion of improper "Good Standing" practice or letter. Noted by the Officials Chair.
Second Offense - A formal disciplinary letter. Will be filed and copied to the USAV National office or its representative.
Third Offense - Provisional and Regional Officials: All privileges removed for a period of one year. It will be at the discretion of the Officials Chair whether or not to allow such individual(s) back into the officiating program. That individual will be required to begin the rating/ranking process from the beginning.
Jr. National and National Officials: All privileges removed from working in the Florida Region for a period of one year. It will be at the discretion of the Officials Chair to allow such individual(s) back into the officiating program. A formal letter will also be sent to the USAV National office or its representative for disciplinary action at the national level.
When working any USAV or Florida Region event, professionalism, proper dress attire, and conduct becoming a Florida Region Official are expected at all times.
The following is the Florida Region “Good Standing” policy.
II. Provisional Official (1 year re-certification)
A. Pay annual membership fees to the Florida Region.
B. Comply with online or in person training requirements for provisional referees as noted in Florida Region Officials Handbook and/or Web page.
C. Take and pass online rules test, open-book, annually. Recertifying provisional officials will take the online test, Form A.
Deadline to take the test is February 1.
D. Participate in at least two of the following region activities as outlined below. Exceptions must be approved by the Officials Chair.
1. Work a one-day junior event - minimum of twice per season.
2. Work a junior weekend event.
3. Involvement as a Florida Board of Directors member or club director.
4. Obtain evaluations on performance as both a 1st and 2nd Referee.
E. Obtain and maintain Scorer Certification
F. Adhere to the code of conduct, dress, and professionalism set forth by the USAV Association listed in the rulebook, guidebook, and Florida Region Officials' Handbook
G. Complete online background screen and Safe Sport Training as part of your annual USAV membership registration.
H. Regional Candidates will follow the Florida Region’s Good Standing policy for Regional Officials.

B. Comply with online or in person training requirements for provisional referees as noted in Florida Region Officials Handbook.
C. Take and pass the Form A online test, closed book, annually. Deadline to take the test is February 1.

1. Attend a regional Official’s Improvement Clinic in person or online.

4. Work a Florida Region Regional Championship Tournament
5. Work a National Qualifier

8. Work other volleyball event(s) (Men’s collegiate, etc.)
9. Involvement as a Florida Board of Directors member or club director.
E. Be able to perform ratings when asked to do so at Florida Region events.
F. Maintain Regional Scorer certification.
G. Obtain one informal evaluation annually

In accordance with the National Office and the RVA, I have read the Florida Region’s “Good Standing” policy and understand that in order to maintain my “Good Standing” within this region, I must abide by the policy and meet the requirements set forth on a yearly basis.
