Welcome to the Florida Region Officials' News Page. The information provided here is to assist new and returning volleyball officials and coaches stay current with the rules and requirements necessary to officiate USA Volleyball events in the Florida Region. Please review the information provided in the Official's section of our website and contact either of the Official's Division contacts with any questions.
New Policy for Guest Officials
We are happy to have guest officials from other Federations come to officiate our events. Due to issues that have taken place in other sports, USA Volleyball is revising its policy for Foreign Participants. (Officials who are members of other Federations.) The goal here is to be sure that all the athletes are able to experience a safe environment for their competition. Here are the new requirements for guest officials.
1. Everyone will be required to be registered in SportsEngine.
2. Everyone must be background screened by USA Volleyball's background screen provider
3. Everyone must complete SafeSport training
There will be a fee for background screens. For United States citizens living in Puerto Rico, the fee will be the same as what other US citizens pay. For non-citizens the fee may vary by country, but for Canada it will be $85.

We appreciate your support of USA Volleyball. IF YOU OFFICIATED WITH USA VOLLEYBALL LAST SEASON:
1 -- Fill out, sign and return the Foreign Participant Form (Form #1) and email it to officials@usav.org. DO NOT COMPLETE THIS REGISTRATION OR SUBMIT ANY PAYMENT. You have already paid for your background screening last season.
2 -- Login to your account. Check that you have a current background screening and a current SafeSport certification. If you do not see both certifications, you will need to follow the steps 3 AND 4 below. Please email officials@usav.org for assistance or if you have any questions. To be on the safe side, please allow up to 3 weeks for your background screen. If you are from Puerto Rico or Canada, you must complete form #1, and then #2 or #3 below. • Canadian Screenings will require a copy of the applicant's passport If you are not from Puerto Rico or Canada, please see document #4 for how much your international screening will cost. Then contact officals@usav.org to get the correct forms and arrange payment.
2 -- Hit the blue "participant registration" button at the bottom of this page. This will register you as a guest official and allow you to pay for your background screening.
3 -- Take the SafeSport training - Instructions are at https://www.teamusa.org/usa-volleyball/about-us/safesport/safesport-training. This will take ~90 minutes to complete and can be started right away. You'll get more detailed instructions after you complete this registration.
4 -- Check your account for your background screening result and Safesport certification. This can be done by going to Member Profile on the left hand menu. Once you see the word "Current" for both SafeSport and Background Screening under "Status" in the Current Certifications/BG Screening section, you are eligible to officiate at USA Volleyball events.

- Go to the USAV Clinics tab on the left side of the page
- Click on USAV Ref/Score clinics
- Locate the Guest Officials Registration and click on the + Particpant Registration button
- Click on the button for Canada or Puerto Rico.
- Fill out your address and password fields.
- Read the instructions and then fill out and return the forms at the bottom of the page
- Click on +Participant registration button

Safe Sport Training - Required!
Safe Sport Training is required for all officials at Junior events

- Log in to your USAV account
- In the navigation menu, click on USAV Clinics and select USAV Coaching Clinics
- Select Core Center for SafeSport Training
- Complete registration
- To access coursework, click on the Log into USAV Academy button

ZEBRAWEB Registration
To officiate in the Florida Region at our region sanctioned events you must be registered in our ZEBRAWEB assigning system. ZEBRAWEB is where you receive and confirm any assignments for region sanctioned tournaments, whether they are in SportWrench or not. If you are not in the ZEBRAWEB system, send an email to sue@floridavolleyball.org. You will receive an invitation to join by email. Once you join, enter your availability. You do this by blocking dates that you are unavailable. Keep your availability current there, and you will be notified of your assignments and receive important assigning information and announcements.
NOTE: This does NOT apply to any AAU events. If you are working AAU events, please BLOCK those dates in ZEBRAWEB.

SportWrench Registration
Many of the tournaments require registration and application in SportWrench. When entering your profile, do not choose USA as your country (even though that is technically correct!) Please choose Puerto Rico as your country. After that you will not be required to enter a USAV member number.
If you have already set up your profile and you need to correct it, you must edit your profile. Click on your name in blue in the top right so it brings up your user profile in SportWrench, and in the top right of that there is a country drop down where you can select Puerto Rico. Once you do that, you are no longer required to enter a USAV Registration # to update their official profile.
