USAV Info for national officials
See button below for information for all national officials (JN, N and National Scorers). This is the letter sent by USAV Officials Development Director Pati Rolf. This includes information on the National clinics. There are deadlines associated with the topics in this memo, so check it out soon and make plans to comply.
Access to the National Clinics will be available to everyone who is not a National Referee at a cost of $25. They will not be allowed to attend these National Clinics live this year; however, they can register for the recorded version. USAV is working on a registration system for this group. More information will follow in the following weeks. See clinic topic and description below.

National Clinic #1
Title: Avoiding Tragedies
Description: This clinic will discuss proactive strategies to set yourself up for a successful match…or at least avoid any scoring tragedies. Working with junior work teams…especially junior scorers…can be a struggle. However, being aware of potential pitfalls is one key to overcoming them! We will look at examples of common scoring issues and review pre-match and mid‐match strategies for avoiding a scoring tragedy.

Special florida region rule modification - new!
USAVFL Rule Modification - 5 Players for Jr Events for 21/22 Season
To address the impact of COVID on many of our teams we are modifying the rules to allow teams to play with 5 players. This is a temporary rules modification for Florida Region ONLY. Please read the document attached below for all the details.
Attached is the official 5 Players Policy rule modification. This has been approved by the Florida Region for regional only indoor competitions. It will expire at the conclusion of the 21/22 indoor season.
We will re-evaluate if it is needed again for the 22/23 season.
Just one more point of clarification for everyone…teams can NEVER use a Libero while utilizing a “Ghost” position in their line-up.
So….if you have a team with six players ask you if they can make one of their regular starting positions a “Ghost” position so they can still use one of their six players as a Libero, the answer is “No, you can ONLY use a “Ghost” position if your team has been reduced to FIVE players.”
You can only use a Libero if you have a minimum of 7 players.
Another question that came up:
If the ghost is in center front and the ghost is opposite the setter, can the setter move all the way up to the net?
Yes, because Middle front COULD be all the way up at the net and even with the setter.

Here is information on the online training process for Adult Officials. Training is now available.
- FL22_201 Adult New Referee Training
- FL22_202 Adult Recertifying Provisional Referee
- FL22_203 Adult Recertifying Regional Referee
For those who are recertifying Provisional or Regional officials, click here for more instructions.
For those who are adult candidates to become an official click here for more instructions.
For Regional referees looking to upgrade to Jr National now or in the future we will have a special program that was announced in December and will be updated for the 22-23 season here.
Scoring Certification Training
- FL22_401 Professional Scorer Training
- FL22_402 Professional Scorer Re-Certification Training
Courses are available in your Content Library. If you want to get started as a new referee candidate, you have what you need, so you can start working on your training. All the info you need is either listed below or on the links above.
The ZebraWeb system will be the primary assigning tool for the coming season. You will be assigned to tournaments there. You will need to update your availability in ZW at the start of the season and keep it up to date as the season progresses. The 2021-22 season tournaments are listed in ZW.
If you are not going to officiate this season, send an email to sue@floridavolleyball.org to be removed from the list.
If you are an existing ZEBRAWEB user, you will toggle between associations, but you will just have one account. Make sure all of your contact info is correct. Then add your availability. We will be setting up some online training for our new systems in late November.
The policies for ZebraWeb will be the same as last year. However, this year you will enter your availability in ZebraWeb for the dates you WANT TO WORK a Florida Region USAV sanctioned tournament. New this year, everyone will be BLOCKED for all dates. You will need to UNBLOCK the days you want to work. You will be blocked for the Florida Region only, not any other associations.
Once your availability is entered in ZebraWeb, your name will be forwarded to the head referees for the dates you are available. Those head referees will choose the officials they want for their event and will notify me. I will then ASSIGN you in ZebraWeb. You must then accept the assignment within 48 hours, or turn it back. If you turnback the system will require a reason.
If you have been chosen to work at an event that is in another assigning system, such as SportWrench, make sure you are available for those dates in ZebraWeb. The head referee will have to give me a list and of those who have agreed to work those dates and I'll assign accordingly. Remember that we use geography and history when we assign you to an event. If the assignment you receive isn't the tournament you expected, email me and we'll work that out.
To register for events in SportWrench, you will need to complete your USAV registration in SportsEngine first. Everyone will have to verify their eligibility for this new season so they need to “update” their profile for this new year. All you have to do is click the edit button, then click Submit in the pop-up window and SportWrench will run the check. If everything is good for this new season then it will update right away and they’ll be set. Your name must match up with what is in SportEngine.
You may or may not have already applied for a given event in SportWrench, or notified your head referee in some other fashion that you intend to work a certain event. Once you have been assigned in ZebraWeb then those other systems can/will be finalized. Remember that no one can work until they have registered with USAV, passed the background screen and are current for this season with SafeSport.
For those of you who are brand new (candidates) the new officials online training courses are available . You will see them appear in your personal "Content Library." To access this, sign in to SportsEngine. From your home screen go to Household>Me>View Details>USAV Academy. Once there, look on the left navigation panel and click on Content Library. There you should be able to see the courses that are available. You want the FL22_201 Adult New Referee Training. Click on that to start the course!
If you are an existing Provisional or Regional referee you will be able to access your recertification training the same way and indicated above. Your courses will be either FL22_202 Adult Recertifying Provisional Referee or FL22_203 Adult Recertifying Regional Referee. Online training for recertification should be done as soon as possible, but no later than February 1, 2021.
Thank you all for your patience as we work through this unusual pandemic situation along with all the system changes!
If you haven't done so already, please get registered for USAV. Most of us will need to take the SafeSport refresher course. All of us need a background screen. Info on memberhips and instructions are here:
https://www.floridavolleyball.org/usav-mms-coaches-chaperones-officials.html
As much as I'd love to be able to answer your questions, it is highly likely that I don't know any more than you do about the membership, SafeSport and background screen. I know that once I completed all of my requirements, my profile showed "eligible" and so I knew I was good to go for the season. If you don't have that green tag in your profile, check out the info on the web link above. There are some helpful videos. If that doesn't help you can fill out a help ticket at https://help.usavolleyballacademy.org/ or call the region office.
If you are a brand new person (including HS referee) who wants to become certified, the training for this is online. December through February we will have the new ref orientation sessions which will be virtual again this year. In December and January we will also start on-court evaluations. Most will be in Daytona, though we will have other sites participating. We need new people, so we will be doing our best to get folks trained and certified. For now, register for USAV, do your SafeSport training and get your background screen going. You can now sign up for the orientation meetings and the evaluations. Click here.
If you are interested in becoming a JN candidate, we have a program that runs from November - March, with an application process. We will outline our program for helping you prepare and improve your skills to go through the upgrade process. We want to be able to send the folks who are ready and help those who are not quite ready to improve. Watch for more details.
Those who are interested in upgrading from Provisional to Regional should notify sue@floridavolleyball.org
USA Volleyball Website: VolleyballRefTraining.com is no longer our website for officials. We are now integrated into the USOPC platform, and we have included the link here: https://usavolleyball.org/resources-for-officials/officials-resources/
Renew your USAV Membership.
All new registrations and all renewals are done through SportsEngine. Start with this informative webpage and you should be able to get registered, get your background screen renewed and your SafeSport refresher done if you are due for that.
Here is the link https://www.floridavolleyball.org/membership.html
Complete your online recertification training.
There will also be a new USAV Academy (Learning Management System). You will be able to access this through SportsEngine after you sign up for the new season.
https://www.floridavolleyball.org/adult-officials-indoor.html
You will receive your assignments through ZebraWeb. This will tell you which tournament you will work on a given weekend. The individual tournaments may use other systems, such as AES or SportWrench to assign you to a court. Those systems are still in place and will be used in the same way they were in the past. The head referee for the individual events will communicate information on those systems. Again, we are planning a series of online webinar sessions to refresh everyone on the Florida Region best practices and to familiarize you with our new assigning system. Be on the look out for an introductory email from ZebraWeb in mid-November. You will want to make sure you register and update your contact information as soon as the system becomes available.
New Officials
For those wishing to get certified this year, we are referring everyone to the web page, and I will be publishing instructions there. Feel free to pass the web link on to anyone who is interested in joining our team. https://www.floridavolleyball.org/adult-officials-indoor.html
